“造城运动”的经济学思考

The Economic Thinking about “Constructing Cities”

目前的“造城运动”是又一次革命,其中存在的问题是予人震撼的。从经济学的角度分析“造城运动”产生的原因,一是城市管理者有以个人利益最大化为目标的道德风险;二是由于文化的破坏是隐性的,文化特性的边际效用大于经济成果的边际效用还没有被人们觉察到。按经济学的分析,解决“造城运动”问题应该采取投票和立法两种主要对策。

The present “constructing cities” is anotherrevolution in which the problems are shocked. Thereasons of “Constructing Cities” in the eye of economicscan be summarized as two: the one is that the citymanagers have moral hazards of maximizing self-interest;the other one is that because spoiling culture is implicitpeople can’t perceive that the marginal utility of culturecharacters has been larger than that of economicachievement. According to the analyses of economics,the main policies to solve the “constructing cities” prob-lems must be ballot and legislation.
