摘要
城市总体规划的实质是在维护城市整体利益和公共利益的前提下,对各种利益主体利用土地资源做出政策协调的过程。针对市场经济体制下,总体规划编制存在的观点、内容及规划层次上的缺陷,提出了有关总体规划编制内容方法改革的建议。
The substance of urban comprehen-sive planning is the process of harmonizing thedynamic subjects’ benefit on land using on thebase of preserving the city’s whole and publicbenefit.
