摘要
普京执政期俄罗斯的能源外交主要具有以下特点:(1)政府主导掌控;(2)极强的针对性;(3)向东转移实施东西方并重的平衡能源外交;(4)鼓励俄能源公司积极参与国际能源开发及协作;(5)重视油气管线建设;(6)能源开采、开发以不破坏生态环境为前提(7)吸引外资的两面性。
Russia’s Energy Diplomacy under Putin’s Government have the following characteristics:(1) Dominant government control;(2) Strong pertinence;(3) Implementation of the eastward shift of the East and West both balance energy diplomacy;(4) Eastwardly displace to implement east-west balance energy diplomacy;(5) attach importance to build oil and gas pipelines;(6) Energy exploration,development without damaging the ecological environment;(7)The two sides of attracting foreign investment.
