台湾海峡VTS构想

A Conception of Taiwan Channel VTS

根据IMO有关条文,在分析台湾海峡当前船舶交通的基本条件、状况及进一步发展的基础上,讨论了海峡VTS建立的必要性及其应具备的基本功能,提出了“海峡VTS应以保障海峡水域交通安全与畅通,促进两岸通航为目的,具有数据搜集、数据评估、信息服务、航行协助服务、支持联合行动等功能,采用统一协调的船舶定线制、船舶动态报告制和船舶交通管理规程,作用范围包括海峡主航道和两岸主要港口水域,由西岸子系统和东岸子系统有机构成”的总构想,并进一步讨论了海峡VTS西岸子系统的构成方案。本文还提出了海峡VTS的建立与全面有效实施中需要两岸共同研讨的若干问题。

According to the articles relative to IMO,on the besis of analysing the basic conditions, situations and further development of the present vessel traffic in Taiwan channel, the necessities of setting up the channel VTS and its basic functions are discussed. Its conception submitted in this paper is as follows:'The channel VTS should be aimed at ensuring safety and unblocked traffic in the channel water and promoting the navigation between the channel coasts; It should have the function of data collection, data evaluation, information service, navigational assistance service, support of allied activities, ect. , and adopt coordinate Routing System, Ship Reproting System, Traffic Service Procedure; Its area will include the channel main waterway and the main port of its coasts;It is made up of the west coast subsystem and the east coast subsystem'. The plan of the west coast subsystem is further discussed, and several problems that need the specialist of the two coasts discussing together in establishment and implementation of the channel VTS are submitted.
