海峡两岸通航船舶检验与发证之研讨

To Deliberate the Survey and Certificate for Sailing Ship at Both Sides of Taiwan Channel

实现海峡两岸通航,必须保证通航船舶具有良好的适航性能。本文主要研讨在两岸验船机构尚未建立合作关系的情况下如何对通航船舶进行检验和发证。文中介绍了船级社的任务与性质,指出两岸验船机构ZC和CR都属于民间性质,是实现通航的有利条件。作者针对适航证书种类和通航船舶类型,提出了船舶检验与发证方面存在的问题和解决办法,包括正常的合作关系和一些暂时的变通办法。

To realize sailing ship between the continent of China and Taiwan must insure to have a good sailing performance for ships. In this paper how to survey ships and to issue certificates has been discussed when the co-operation of societies of Taiwan channel both sides has not yet been estalished. The task and quality of society has been introduced. ZC society and CR society are the organizations run by the local people,that is a favourable condition to realize sailing ship at the Taiwan channel two sides. The Writer advances some difficulties and solutions about survey and certificate including normal co-operating and flexible means.
