政府的管理活动主要是通过行政机关进行的,因而依法行政是依法治国的重要组成部分。中国加入WTO后,对行政机关提出更高的要求。为此,中国政府必须强化依法行政的观念,尽快实现执政理念的转变。

As government administration is exercised by administrative organs,performing official duties lawfully has become a major part of administering the country by the rule of law. Administrative organs are facing more exacting demands after China's WTO accession. Therefore,our governments at all levels must increase their awareness of performing official duties lawfully and change their ideas of governance as soon as possible.
