国有企业改革再思考

Reconsiderations on the Reform of State-owned Enterprises in China

改革开放以来,国有企业改革一直是整个中国经济体制改革的中心环节,也是经济体制改革的重点和难点。该文从国有企业改革20多年来政策演变和具体改革实践角度,简要地回顾了国有企业改革的历程,对目前国有企业改革中的重要问题进行了再思考,提出健全国有资产经营体系、进一步建立和完善社会保障制度是国有企业改革取得成功的重要保障和基本前提。

The reform of state-owned enterprises is the central part in China's economic restructuring, also is the most important and difficult problem of restructuring since the beginning of reform and opening up. This paper reviews briefly the process of the reform of state-owned enterprises from the angle of the policy development and the practice of the reform of state-owned enterprises in past 20 years, and reconsiders the central part of the reform of state-owned enterprises. It points out that establishing and improving the state property management systems and social security system are the important guarantees and basic principles to the successful reform of the state-owned enterprises in conclusion.
