Head into Administrative Philosophy and Establish Green Administration

该文提出必须研究一个相当新颖的观念:行政哲学。行政哲学属于应用哲学,是关于公共行政人员认知和价值趋向,乃至由此而导致的行政行为和行政规律的概括与总结。其构架虽未有效界定,但行政价值(关系到行政权利和公民权利两个方面的核心问题)一直是行政哲学讨论的热门话题。依据以公民为价值取向(公民趋向的公共服务)的新的行政观念逐渐树立的趋势和现存实际问题,从行政哲学角度,提出建立绿色行政,以适应变革的社会,当然不排除与其他学科的联合。所谓绿色行政,就是以环境与发展为核心指导思想建立起来的现代行政理论体系。

The authors put forward an opinion that we must study an extraordinarily novel subject named administrative philosophy, which belongs to applied philosophy. It is a summarization of public administrative personnel's reception and their value inclining, moreover administrative behavior and administrative regularity caused by the former two. Although the frame of administrative philosophy hasn't been defined clearly, the hot topic has always been administrative value, which relates to administrative right and public right—the two core aspects. According to the trend of gradually setting up a new administrative opinion of mindset based on citizen— public service inclining to citizen, and the real problems at present, the paper suggests to establish a green administration, which doesn't exclude the possibility of uniting other subjects, in order to adapt to the changing society. Green administration is a modern administration theory system, set up in the direction of protecting environment and accelerating development.
