In MAO Ze-dong's long-term practice of leading China's revolution and construction, he took an active part in exploring China's governmental management system, proposed an initial train of thought of reform, and formed his unique theory system about governmental functions. It has a significance of enlighten- ment to research this theory in order to conceive a new one with China's characteristic, and to keep on carrying forward the reform of governmental system and the transformation of governmental functions.
