浅谈新形势下交巡警队伍的正规化建设

An Elementary Discussion on Regularized Cultivation of Staff of Traffic Police and Cruising Police in the New Situation

交巡警队伍在规范化管理,特别是在完善“交巡合一”体制改革、建立新的工作运行机制,压事故、减伤亡等方面做了卓有成效的工作。但一些交巡警的思想观念适应不了形势发展的需要,执法形象有待进一步改变,业务素质尚有差距,影响了交巡警队伍的正规化建设,降低了交巡警在人民群众中的威信。因此从政治、管理、业务等方面加强交巡警队伍正规化建设是当前遏制交通事故高发、频发态势,全面提升道路交通管理水平,努力创造良好的道路交通环境的治本之策。

In the respect of the regularized management, especially the perfection of the system reform of ″integration of traffic and cruising police″, the establishment of a new operation mechanism, and reduction of the rate of the occurrence and casualties in the traffic accidents, the traffic police and the cruising police have done a highly effective job. However, because the ideology of some of them does not keep pace with the current situation, there is still improvement to be made of their professional skills and their images of law enforcement. Otherwise, it will affect the regularization cultivation of the staff of traffic and cruising police and lower their prestige among the public. Therefore, to strengthen the regularization cultivation of the staff in the respects of politics, management, and professional skills is the fundamental strategy for the following: keeping the high and frequent rate of traffic accidents within limits; improving the management of the highway traffic in an all-round way and creating a favorable environment for the highway traffic.
