摘要
中国农村经济面临许多深层次矛盾。国家与农村社区的关系亟待调整。必须建构农民与政府的对话机制。农村改革必须打破国家权力对农民的高度控制,鼓励地方政府积极探索和推动制度创新,中央政府要放权。
China's rural economy is faced with many deep-rooted contradictions. The relations between the state and the rural community demand adjustment. It is necessary to institute a dialogue channel between farmers and government. When launching rural reform, the control of state power over farmers has to be smashed. The local governments should be encouraged to actively pursue and push forward institutional innovation. The central government should also transfer power.
