党的十六大提出了在21世纪前20年全面建设小康社会的宏伟目标。公安行政管理必须服务于全面小康社会建设的需要。进一步转变职能,改进管理方式,提高行政效率,降低行政成本,形成行为规范、运转协调、公正透明、廉洁高效的管理体制。为此,要树立五种观念,推进五项改革。

The 16th National Congress of the Communist Party of China has advanced a magnificent goal of building a well-off society in an all-round way in the first 20 years in the 21st century. The public security administration must serve the need of building a well-off society in an all-round way. To further transform the functions improve the management style raise the administration efficiency lower the administration cost will help form a management system with the following characteristics standardization of actions coordination of operations fairness and transparency honesty and efficiency. Therefore five conceptions should be cultivated and five reforms should be promoted.
