摘要
中共十六大关于收入分配的原则和政策有许多创新的提法,如“效率”与“公平”的关系,生产要素按贡献参与分配的原则等,并首次提出要“扩大中等收入者比重”及锁定“少数垄断性行业”为调节“过高收入”的目标。本文拟对我国目前收入分配上尚存的问题作一梳理,在充分肯定现阶段“加强政府对收入分配的调节职能”合理性和必要性的基础上,就如何进一步加强调节职能的问题作一阐述。
