社会信用失常已经严重制约了我国经济的进一步发展,这与转型时期政府职能失调有很大关系。因此,我国政府应转变职能,在塑造良好的信用政府的同时,积极进行社会信用体系的基本制度建设,推动配套改革,并且从文化的高度去构筑社会信用的文化支撑。

The abnormal constant faith - break in the society has severely restrained the further development of our economy, which has much to do with the maladjustment of the functions of our government in the period of transformation. Therefore, our government should adjust their functions, and try to establish an faithful government. Meanwhile, the government should seek to lay down the basic institutions of the social credit system, drive the implementing of some relevant reforms, and construct the cultural support of social credit as well.
