Human resource is a crucial factor for achieving one region's successful development, and it is even more crucial for Northwest China where the human resource is not so qualified. This article firstly elaborates the human resource's concept and its development signification, secondly expounds the present conditions and existing problems of human resource in the Northwest, and last sets forth the development policy of human resource in the Northwest.
