从联邦议会共识、培训攻势行动、法律改革要点、各州要求清单等层面,对德国职业教育改革的态势进行分析,肯定了"双元制"在全球化、网络化背景下的存在价值与发展潜力,以及其在开发就业能力、人格个性和职业后备力量,保障经济需求与理论实践结合,促进职业教育发展.学生就业与教育资源合理配置方面的积极意义,并重点围绕战略性的政治决策加以概括,以便国内研究者对以"双元制"为基础的德国职业教育发展形成一个总体性的认识与把握.
The author analyses the developing trend of the reform of vocational education in German?熏 definites the value of existence and developing potential of 'dual system' vocational education at the background of globalization and networking?熏 points out its significance on aspects of tapping employment skill?熏 personality and reserve labours?熏 safeguarding the combination of economic demands and theoretical practice and allocating properly students' employment and educational resources?熏 summarizes the strategic political decision so as to help inner researchers to make a whole knowledge on the development of 'dual system' vocational education in German.
