This paper analyzes global changes taking place in distance learning concerning organizational structure (distance education and distance training), program structure (individual to collaborative learning), the global learning community (the ivory tower to convergence) and the developments and diversity within distance learning. A case for holistic planning is proposed and management imperatives of the placement of distance learning in organizational management decision-making, technology deployment for teaching and learning, cost, faculty workload, legitimacy of distance learning, and quality assessment and accreditation are discussed. Unlike strategic planning which banks on a strategic niche, holistic planning stresses internal strengths, the consideration of alternatives, project-based development, a flexible and convergent system, organization-wide gearing towards flexibility and convergence, and building on organizational cultural history. The implications are discussed in relation to the organizational placement of distance education, management and academic concerns, cost, faculty concerns, and internationalization.
