入世与我国外资立法的完善

China's Accession to the WTO and the Perfection of Our Legislation of Foreign Investments

我国加入WTO ,意味着要按WTO规则办事 ,因此完善我国外资立法应以WTO有关利用外资的协诉为其基本依据。具体言之 ,即在外资准入方面 ,继续扩大外商投资领域 ;在外资待遇方面 ,逐步对外资实行国民待遇 ;在数量限制方面 ,修改或取消进出口销售数量限制的投资措施。

China's accession to the WTO means to manage businesses with WTO's rules. So the perfection of our legislation of foreign investments should be based on WTO's agreements involved in the using of foreign investments. To be concrete, we should expand the scopes of foreign investments, gradually give the citizen's treatment to them and amend or cancel the measures of limits to the import and export distribution amount.
