技术贸易在国际贸易中所占比重日益扩大,加强对技术贸易的管理是各国外贸制度改革的重要内容。发展中国家侧重于对技术进口的管理,发达国家侧重于对技术出口的管理。作为技术最发达的国家,美国的技术贸易管理体制最具影响力。我国的对外技术贸易管理制度目前仍存在着观念陈旧、立法滞后等问题,尽快完善技术贸易立法是科技兴国、发展对外贸易的必然要求。

The trade of technology has played mo re and more important part in international trade.It is also a most important part in the forming of foreign trade s ystem in every country.Developing c ountries lay stress on the managemen t of import of technology while developed countries on the management of export of tech nology .As the most highly developed countries in technology ,the U.S.A has the greate st influence.But in China,we still have a long way go .Problems like old co ncept and delayed legislation exist in the system of foreign technical trade management.So it is necessary to perfect t he trade legislation as soon as to strengthen technology to d evelop foreign trade.
