摘要
林业的职能是一个系统,作为调节林业产业结构、组织结构的林业政策也是一个系统。林业结构需要不断调整,调整就是优化结构。林业政策调整的总枢纽就是实行分类经营。为使林业系统正常运行,还必须具有政策协调机制。
Forestry functions as a system. Forestry policy which plays the role of adjusting the structure of forestry industry and institutional structure of forestry is a system, too. The forestry sector needs constant restructuring. Adjusting the structure means making it much better and more rational. The key to restructuring forestry policy is to implement classified management. A mechanism for coordinating all relevant policies of our country needs to be set up to ensure the sound development of the forestry sector.
