Democratic centralism is the basic organization system and leading system of our Party, and also a great creation of Marxist Political Party. The premise and crux of developing socialist democracy are to develop inner-Party democracy. Historical experiences tell us that inner-Party democracy is the fundamental guarantee to develop the Party. The policy of 'Reform and Opening' urgently needs the development of inner-Party democracy. A great aim the Party and all the Chinese are pursuing in 21st Century is to realize high material civilization and spiritual civilization under the high political civilization.
