军队包干家属医疗费用分析及改革对策研究

Medical expenditure analysis and reform countermeasures study on military dependents

我军现行的医疗保障制度中 ,军队人员家属实行的是包干医疗 .随着军队建设的发展和国家市场经济体制的建立 ,现行家属包干医疗存在的问题越来越突出 ,主要表现于医疗上的供需矛盾 ,即包干家属与军人同样享受尽量宽的医疗保障 ,一切医疗消费由军费包揽 ,各种医疗消费无限制 ,以及医疗经费提供缺乏合理的筹资渠道和稳定的增资机制等 ,这些都给医疗提供单位增加了很大经费补贴负担 ,在一定程度上影响了对现役军人医疗保障能力的提高 .我们以某军区卫生信息中心 1 995- 1 999年统计数据为依据 ,从费用分析的角度出发 ,对家属包干医疗费用情况进行分析 。

In the health care system of Chinese PLA, there is an capitation payment with subsidies system for military dependents, which called Baogan Medicare. With the development of military construction and the establishment of state market economic system, the disadvantages of Baogan Medicare have been becoming more and more serious. One of it is the unbalance of medical supply and demand. The dependents have same health care as servicemen, almost all the cost paid by defense fee and no limitation for their health services. Another one is no well organized financing system and fund increasing mechanism. Therefore, the medical units have to afford the extra cost, which impacts the medical support for servicemen. Based on a military region database form 1995 to 1999, we analyzed the Boagan Medicare health expenditure and suggest to reform the management and payment system.
