江泽民同志在全国宣传部长会议上提出了“以德治国”的重要思想 ,并把“以德治国”作为一项治国方略加以强调 ,意义重大 ,依法治国和以德治国是相辅相成、互相促进的。“以德治国”是调整社会关系特别是利益关系的一种非常特殊而且有效的手段。同时它有利于加强科学正确的人生观、价值观、道德观的教育培养 ,有利于改善党风和社会风气。高等院校的精神文明建设 ,就是要以“以德治国”的重要思想为指导 ,以思想道德建设为重点 ,充分利用各种新闻媒体 ;充分体现校园精神文明创建活动的思想教育内涵 ;深入开展群众性的精神文明创建活动 ;充分发挥典型的示范作用 ;利用现代高科技手段 ,多方配合 ,形成精神文明建设的合力。
