摘要 防洪减灾科学决策的关键在于能实时动态监测并预测洪水的变化过程及淹没范围 ,监测沿岸防洪设施实时状况 ,并在现有条件下合理地进行蓄泄调度 ,更有效地调度防洪救灾物资 ,以期将损失减至最低程度 ;现代遥感技术的一体化的空间信息获取能力和地理信息系统的空间信息高速、多元、多维运算能力的结合 ,在现有高新技术的基础上 。 The key purposes of scientific policy decision for controlling flood and mitigating disaster are to be capable to supervise dynamically and to forecast flood transformation,hydrograph and inundating scope,to supervise the status of facilities for flood control,therefore,to dispatch flood discharge reasonably under present conditions ,to use effectively material for flood control,and to make the loss to minimum.On the base of modern high-new technology,combining the capability of obtaining space information through using modern remote sensing technology with the capability of calculating in multi-variables with high speed of geography information system will make the envisagement come to true.
