More Incentive Policies for Western Development

没有西部地区的繁荣昌盛,就不可能实现我们国家的繁荣富强:没有西部的社会稳定和民族团结,就不可能保持我们整个国家的社会稳定和民族团结;没有西部地区的全面振兴,就不可能达到我们整个社会主义现代化建设的最终成功。

There exists a major issue between the North and South in the present world while the one between the east and west in today's China. The development of the western regions of China is an important matter that is related to the prosperity and power of the nation,social stability and national unity. Therefore,the central government is determined to take the implementation of the westem development as a major strategy in the 21st century.The State Council set up a leading group responsible for the work. Premier Zhu Rongji himself takes the position of the group leader.The State Planning Commission has intensified efforts in providing financial support to and making investment in the western regions. Moreover,the Ministry of Foreign Economic Relation and Trade and the State Taxation General Bureau have successively unveiled various incentive policies to encourage foreign enterprises to make investment in the projects launched in the western regions. The other ministries and commissions of the State have also worked out a series of measures in protecting ecological environment, developing science, technology and education and accelerating the training of talented personnel. Compared with the preferential policies promulgated previously,these policies are expected to provide more relaxed,flexible and complete conditions,thus,more beneficial to overseas investors.
