实施西部大开发要有新思路

NEW THINKING FOR DEVELOPING WEST

国家主席江泽民强调指出:"在社会主义市场经济条件下,加快开发西部地区,要有新的思路,充分考虑国内外市场需求的新变化,按客观经济规律办事’。什么是新思路?新思路应该新在哪里?

The new thinking for the intenaive development of West China is to shift the efforts in primarilly exploiting natural resources to those in developing education, technology, information, market and other sectors with emphasis on the development of various soft essential factors, while tapping natural resources, to discard the outmoded concept of planned economy guided by governmental conduct and adhere to the rule of market-oriented economy regulated according to the law of value and to turn the mode of making investments merely with tangible assets to that with both tangible and intangible assets with the latter being the major proportion of contribution in the investment.
