文件生命周期理论与文件中心没有必然联系

There is no Necessary Connection between the Theory of Life Circle of Record and the Record Center

具体文件的生命过程有其特殊性，人们不可能严格按照文件生命过程的阶段设置文件管理机构。这就决定了文件生命周期理论与文件中心不存在必然联系。古代、近代各国和现代多数国家没有文件中心，美国的文件中心是根据经济上的节约原则而不是依据文件生命周期理论设置的，而且联邦机构移交文件中心的文件只占文件总数的４０ ％ 以下，越是重要的联邦机构的文件越不向文件中心移交。各国文件管理的实践，否定了文件生命周期理论与文件中心存在必然联系的观点。

The life course of concrete records has its speciality. The institution of record management can’t be established strictly according to the stage of life course of records. So there is no necessary connection between the theory of life circle of record and the record center. In ancient and modern time and most of the contemporary countries there are no record centers. The American record center was established on the base of economy instead of the theory of life circle of records and only less than 40% the records were transferred from federal offices to the record center. The federal office records that are more important are not transferred to the record center. The practice of managing records of every country denies the view that there is a necessary connection between the theory of life circle of records and the record center.
