参与地方政府的环境与发展综合决策,是新形势下对环境管理提出的一项新任务,也是环保部门面临的一个新课题。这意味着:一方面要建立发展综合决策机制,为环保部门参与综合决策提供保障;另一方面要解决环保部门怎样参与综合决策的问题,以提高参与综合决策的质量和水平,从决策层次上选择区域可持续发展战略。

Under the new situation, it is not only a senior demand, but also a newquestion for EPB to participate in the goverment's comprehensive decision onenvironment and development. It means that certain mechanism must be established toprovide the guarantee for EPB to take part in the comprehensive decision. On the otherhand, we need to solve the problem on how to take part in the comprehensive decision-making to raise the quality and level of participation the comprehensive decision,therefore sustainable development strategy can be conducted easily.
