摘要
本文从环境管理的必然性分析入手,提出了源头控制第一个层次和第二个层次的内容、方法和措施。
The article has discussed three aspects regarding developing tendency ofChina's Environmental Management, such as (1) necessities; (2) contents, methodologiesand measures of the first phrase source-management; and (3) relevant of the secondphrase source-management.
