A New Stage to Promote Quality Education in an All-round Way

通过对全国教育工作会议文件的学习，就如何深化教育改革、全面推进素质教育进行了探讨。介绍了改革开放后三次全教会的主题和影响，回顾了素质教育发展的历程，探讨了实施素质教育的重大意义，分析了“全面推进”的丰富含义，间明了“三个面向”、“四个统一”是实施素质教育的根本指导思想，德育是素质教育的重中之重以及实防素质教育必须突出创流精神的培养；还探讨了素质教育与现行教育的辩证关系、职业教育实施素质教育的重要性和紧迫性等问题．

Based on the careful study of the documents in the conferences of national educational work, thepaper discusses problems on deepening reform of education to promote quality education in an all-roundway. The paper introduces-topics and effects of the three national education conferences since the implementation of policy of reform and opening-up. The development course of quality education has been retrospected, the historical significance of enforcing quality education has been probed into and the rich connotation meaning of 'promoting in an all-round way' has also been analyzed. The paper concludes that the'Three Orientations' and the 'Four Unities' are the basic guiding principles to enforce quality education,while moral education is the most important part in quality education and the cultivation of creative ideasshould be emphasized in enforcing quality education. Finally the paper discusses the dialectical relation ofquality education and current education, the importance and urgency of enforcing quality education in vocational education.
