This paper expounds mainly the warnings produced by '98＇s Yangtze Floods and introspectionwhich should be taken. The author interprets dialectically seven problems: l)the relation of people's stablelife and flood menace, 2)the relation between natural factors and non-natural factors, while talking aboutthe cause of the flood, 3)the relation of labor power and science & technology in flood prevention, 4)the relation between input and output in water construction, 5)the relation of flood prevention and economic construction, 6)the relation of the transformation from a negative factor into a positive one,ane 7)the relationof water conservancy and the promoting of our country.
