摘要
一、"十五"规划工作的重要意义研究制定国民经济和社会发展"十五"计划和到2015年长期规划,是关系到21世纪初,我国改革开放和社会主义现代化建设总体部署的重要工作,意义十分重大。(一)"十五"规划,是实施第三步战略部署的第一个中长期规划(二)"十五"规划,是社会主义市场经济体制初步建立后的第一个中长期规划(三)"十五"规划,是我国进入新世纪后的第一个中长期规划二、制定"十五"规划的若干原则做好"十五"规划工作总的指导思想是,高举邓小平理论伟大旗帜,深入贯彻党的十五大和十五届三中全会精神;坚持党在社会主义初级阶段的基本路线,坚定不移地坚持以经济建设为中心,坚持改革开放;坚持发展是硬道理,正确处理改革、发展和稳定的关系;遵循社会主义市场经济体制的内在规律;深入分析国内外环境,全面总结20年,特别是"九五"以来改革开放和现代化建设的成功经验;提出下世纪前5年的战略目标、指导方针、发展重点和重大政策,勾画到2015年的发展蓝图。研究和制定"十五"规划,要特别注意把握好以下重要原则:(一)正确处理改革、发展、稳定的关系,使三者相互协调、相互促进。
1.Importance of 15^(th) plan (1)15^(th)plan is the firsl medium and long-term program for impleme- nting the third strategic deployment. (2)15^(th) plan is the first medium and long-term after the socialist market economic system has been initially set up. (3)15^(th) plan is the first medium and long-term program after our counlry comes into the new century. 2.Several principles for drawing out the 15^(th) plan (1)Properly handle the relations among reform,development and stability and help them co-ordinate and smooth. (2)Adhere to the principle of integrating speed with benefits and conscientiously promote the shift of economic growth means. (3)Make full use of the fundions of market system and further strengthen and improve macro readjustment and control. (4)Strictly implement strategy of sustainable development and coordi- nate the population growth,resources development,ecological constr- uction,environmental protection and economic growth. (5)Narrow the development distance among different regions step by Step and realize the co-ordinate economic and social development in the whole country. (6)Opening to the outside world is a long-term basic national policy of China which must be strictly implemented during 15^(th) plan. 3.Main tasks of 15^(th) planning work (1)Study and propose the National 15^(th) Program for National Econom- ic and Social Development and draft of long-term plan outline by 2015. (2)Compile and draw necessary industrial plan,specific plan and regional plan. (3)From now on,15^(th) plan work shall be conducted in each region (provinces,autonomous regions and municipalities directly under the central government). 4.Several requirements to do well in the 15^(th) plan. (1)Put the thinking in order and stress the major points. (2)Base oneself upon current situations and consider the future. (3)Transform the concept and renew the method. a.Change the thinking method of stressing home and ignoring outside and not taking both domestic and world markets into consideration during the plan compiling in the past. b.Change the thinking method that the government took charge of evenything. c.improve the thinking method for aim determination and speed measurement. d.Further improve the social participation for the play compiling and increase transparency. (4)Each do his own work and make the plan dovotail. (5)Organize to implement the play and guarantee the schedule.
