Abstract Vice Premier of the State Council Li Lanqing at the meeting of Scientific
Research Institutions Reform attended by 242 institutions linked with ten state bureaus
administered by the State Economy and Trade Commission (NETC) said that management
system reform of the 242 research institutions should take industrialization of science and
technique as core when transforming the institutions into enterprises of scientific and
technological type. The reform is an important breakthrough in the national scientific and
technological system reform, and will play a leading role for the national reform as a whole. All
parties concerned should strive their efforts to synchronize to propel the reform successfully.Li
Lanqing pointed out that the action of separating the 242 research institutions from their
previous executive administration is a trial practice concerned with separating institutions from
government. It contributes to pushing forward research institutions reform in every respect
through probing ways and accumulating experience .Li stated whether transformed into
enterprise or merged into firm, scientific research institutions should run in modern enterprise
system with self-monitoring mechanism as well as self-control mechanism. The old rules of
internal administration should be replaced by modern enterprise system. Li said the research
institution reform links with the whole-scale construction of modernization so that support
should be given from all sides. Department and local government concerned should pay close
attention to cooperate and to support, positively accommodate these research institutions ,less
interfere but serve more to solve their problems and do as much as possible to create
favorable conditions for the reform of research institutions.
