The kernel problem of the world economy development is competition, and the crux of competi-tion is the haggle of economic strength. As the source of economic development, the devclepmental and creative power is a very important issue. This paper tries to put forward a new idea that accords with the era demand, and probes the way of knowledge economy develoment.
