摘要
现行的军队党内监督机制存在着诸多弊端。其深层原因是:我们长期没有搞清楚监督的本源意义,导致监督指向失偏, 监督体制不顺, 监督方式滞后。完善军队党内监督机制必须实现三个根本性转变: 在监督对象上, 实现从监督党员的个体行为向监督权力行使者用权行为的转变; 在监督体制上, 实现从监督主客体一体化向建立党内异体监督体制的转变; 在监督方式上, 实现从思想品德的教化向强力性制约机制的转变。其理想的监督机制模式是:利益驱动与精神激励相融互动的动力机制、权责统一的制约机制和信息沟通、过程监控、效益测评层层相依、环环相扣的监督工作运行机制的有机结合。
The military supervisory mechanism inside the Party has the abuses of “losing supervision”,“non supervision”,“false supervision”and so on. The deep reason for the abuses is that we, for a long time, have not yet clearly understood the original meaning of supervision and therefore we have supervised mainly on individual Party members, neglecting haversand performers and their behaviors,and have devoted much attention on the education to ideological quality, neglecting supervisory mechanism with compulsory restrictions. To improve the mechanism requires three foudamental transformations, that is ,on supervisory targets to transform from individuals into power performers and their behaviors ,on supervi sory mechanism to transform from the integration of the subject and the object into the variant supervision inside the Party, and on supervisory pattern to transform from ideological education into the mechanism with compulsory restrictions. We must bravely blage new trails, perfect the systems and amplify regulations. The ideal model should be one that the driving mechanism that spiritual encouragement and interest promotion are mutually reflected connects with the working mechanism in which information communication, control of process, and comments on results are tightly integrated with each other.
