AT present the total surplus work force in urban andrural areas has reached somewhere between 200 and300 million. As the reform of state-run enterprisescontinues, the number of workers laid-off has subsequentlyescalated. How to organize these out-of-work citizens andeffectively utilize valuable human resources is a serious problemand on-going challenge for the government.
