国有企业:困难、问题和对策

State－owned enterprises:difficulties，problems and reformation

目前国有企业遇到的困难是空前的。从深层次看有四个方面的问题，从具体上看有五个主要问题。如何解决矛盾，促进国企改革的健康发展：一要明确企业的责任和出路，政府及其部门、企业都要补上企业法和市场经济一课；二要正视矛盾，剖析问题，总结经验，吸取教训，真正做到企业依经营，政府转变职能，实事求是。

The difficulties facing state－owned enterprises are unprecedented.After a deep research,we have found problems in fo ur respects,but concretely there are five main problems.How can we solve the con tradictions and make state－owned enterprises reformation advance healthily;Firs tly,we must first know clearly the duties of the enterprises and their ways out. The government and its departments,and the enterprises should have a makes－up l esson in “Enterprise Law”and market economy.Secondly,we should face the contra dictions,analyse the problems,sum up experiences ,draw lessons,really do busines s in accordance with the laws,make the government change its duties,seek truth f rom facts and aim at the object.
