充分利用视觉生理和心理学特性，把图像分成菱形块，根据韦伯定理设定一个滤波器，把图像块分成三个区域块，采用改进ＳＯＦＭ神经网ＭＳＦＯＭ来训练各分类块，并编制码书。实验结果“块效率”明显改善。

Images are separated into rhombs by making a full are of the characteristic of sight physiology and psychology. According to Weber's Law a filter is designed to separate the image' block into three district. The experiment is to train each block and code without classification by adopting a modified SOFM Neural Nerwork (MSOFM). The experiment results in grently improved 'blocking effect'.
