本文具体分析了汕头市90年代以来农村剩余劳动力向非农行业转移的主要形式和主要特点；阐述了转移的主要原因，并针对转移中的一些新问题提出规范农村剩余劳动力转移行为的对策。

This paper makes a concrete analysis of the main forms and chief characteristics of thetransfer of surplus agricultural labor force to nonagricultural trades in Shantou City since 1990, then goeson to investigate the major causes of the transfer. And, in face of some recent happenings in the course ofthe transfer, this paper presents some measures to be adopted for the standardization of the practice of surplus agricultulal labor force transfer.
