By applying the objective management method in different layers and different stages,the implementation of the general target on time limit,quality and capital are guaranteed.As a section of new railway line has been constructed,the section will be put into operation,so as to shortening the construction period,raising the quality,econmizing the construction cost and develaping fully the benefit of investment.
