Abstract In February 1996, Japan's economic news agency Jiji published the results of a survey of 'Excellent Enterprises''. The winner was an unknown enterprise- - Luomu Company. The reason lay in its unique operational policy in specially producing with fastest speed and lowest cost the goods that large companies don't want to produce.The company's operational strategy shows that the key to success lies in recognizing itself as a SME and avoiding competition with large enterprises.Consumer needs permeate all aspects and all levels. Large enterprises cannot monopolize all of the market, but can only meet the majority of consumer needs by their own features and advantages. The remainder is still a large market for small and medium enterprises to meet, creating a vast space for their survival and development.
