内蒙古自治区资源优势向经济优势转变中若干问题初探

TOWARDS THE PROBLEMS ARISING IN THE COURSE OF TRANSFORMATION FROM THE ADVANTAGES IN RESOURCES IN INNER MONGOLIA TO THOSE IN ECONOMY

根据内蒙古自治区的资源现状，我们分析了资源优势向经济优势转化中的四个基本矛盾以及解决这些矛盾的四个关键问题，进而提出贯彻可持续发展战略的四个基本途径。我们认为：内蒙古资源开发中最根本的问题是选择资源配置优势的问题，并要充分重视人力资源的开发，提高资源转化中的科技含量，建立合理的资源——产业体系，走“选择性发展”

On the basis of the present conditon of the resources of Inner Mongolia, we analyse the four basic problems arising in the course of the transformation of advantages in resources to those in economy , and the solution to them, and then put forward four approaches to carrying out the steady development. We hold that the most important problem in developing Inner Mongolia's resources is the choice of the advantages in distribution of resources. We must also lay great stress on the development of human resources, improve the content of science and technology in the trarsformation, establish rational resource - industry system and take the road of selective development.
