The New Opportunity and Challenge of the Private Economy

党的十五大给私营经济的发展提供了前所未有的机遇，私营经济社会地位发生了明显的变化，允许公有制多种实现形式，及国有企业逐步退出一些竞争性行业，为私营经济的发展开拓了更广阔的空间。但是，要使私营经济成为经济发展的新的增长点，发挥更大的作用，还需解决资金紧、法律法规不健全、宏观调控缺乏、企业财务混乱、管理落后。

The 15th Conference of CCP provides an unprecedeentedly rare chance for the development of the private economy in China and the social status of the private economy has changed a lot allowing the existence of various public ownership and the state owned enterprises are gradually withdrawing from some competitive industry, thus giving a much more greater space for the opening of private econmy. However, to make the private economy as a new growth point in the development of economy, some relevant problems should be resolved properly:the money is tight, the laws and regulations are not perfect; the macro economic regulation is not well established; the financial affairs of the enterprises are in chaos; the management is behind the times; the short terms interests exist in the production and so on.
