中国农村土地制度改革与农民意愿

Rural Land System Reform and Peasants Desires in China

为了比较不同收入水平的农民对农村土地制度改革的意愿差异，本文以人均收入为分类指标，就农村土地经营现状、土地流转规模、土地稳定与土地集中、土地所有权等问题进行了比较分析研究。指出，我国农村土地制度改革在内容上应以所有制改革为重点，在受益对象上以经济不发达地区为重点；应选择和推行有差别的农地制度而不是全国一个模式。

In order to work out the differences of the desires for the rural land system reform among the peasants with different income, a comparative study on management condition, circulation scale,stability, concentration and ownership of rural land has been conducted with average personal income as the classification index. The result points out that the rural land reform in reform content should lay its emphasis on the ownership reform, and in benefited objects on economically underdeveloped regions, and that different rural land system models, not only one, should be taken and carried out according to local conditions in different regions in China.
