应该正确理解"经济靠市场,环保靠政府"这一提法,在环境保护领域引入市场机制,政府保护环境要同时利用计划调节和市场调节。从评价科斯和庇古的有关观点出发,可以广义地定义环保领域的市场手段。为了解决困扰许多国家,尤其是发展中国家的环保投入不足,投资效益不高和设施运营不良这三大难题,需要实行相应的市场经济政策和措施。

The statement that economy depends on market and environment protection depends on government should be understood crrectly, so the market mechanism should be introduced into the field of environmental protection and the government should make use of planned regulation and market regulation simultaneously to protect environment. From the evaluation of some relative viewpoints of Coase and Pigou, we can define the market means in the field of environmental protection in a broad sense. Corresponding market economic policies and measures should be taken to solve the three problems that have puzzled many countries, espedally the developing countries, namely the lacking of investment on environmental protection, the low investment profit and the had running of facilities.
