文章在分析沪杭甬和杭宁高速公路沿线区经济现状和特征基础上，从基础设施要为生产服务的观点出发，论述了要超前建设港口等区域性基础设施，提出了区域经济发展目标、动力与途径。

On the basis of anaiysirtg the actual situations and features of economy in Shanghai, Hangzhou & Ningbo and along the Hangzhou-Nanjing Expressway, this peper, from the angle of the infrastrcture's serving the production, proposes that such regional facilities as port construction, etc. should be built. It also suggests the . objectives, motivations and means of local economic development.
