利用外资是我国对外开放的重要内容，但也带来了一些突出问题和不利因素。外资和我国经济既有合作，也有竞争，而竞争是主要的，因此我们必须对外资政策进行调整。

Utilizing foreign capital plays an important role in our reform and opening while it still brings about some problems. Though foreign enterprises can cooperate with ours, they still compete against ours and the competition is rather sharp. Therefore, we must regulate the policy toward foreign enterprises and pay equal attention to the utilization and restriction.
