重庆建立直辖市后,把促进对外开放,大力引进外资,为各项建设开辟资金来源作为头等大事。目前,重庆已经形成了全方位对外开放的新格局。市里领导认为,随着重庆直辖市的设立,重庆已越来越受到国内外广泛关注,必将成为继沿海开放城市之后全国又一个对外开放热点地区。重庆的发展必将面向全国,面向世界,积极参与国际分工与竞争,进入国际经济大循环。因此,要强化全民开放,增强对外开放的紧迫感。要使所有干部、全市人民真正认识到:重庆不扩大开放就不能实现加快发展,不扩大开放就不能实现富民目标。因此,通过多种会议、文件,告诫各有关部门,坚定不移地贯彻对外开放的战略方针,充分利用国际国内资源,积极开拓国际国内市场,实行对外开放与对内开放并举,树立大开放的新形象,形成大开放的新局势。同时制定了对外开放的战略部局和战略重点。在战略部局上,以重庆主城区为核心。

After Chongqing became a municipality directly under the central government, priority was put on the efforts to draw foreign investment for all its construction. Now the city has formed a new overall set up to be opened to the outisde world. The leaders of the municipality think that Chongqing will follow the coastal open cities to be a very active open region. The municipal government has made strategic arrangements and decided on projects of strategic importance.the core of the strategic arrangement is the urban construction, the rest being the construction of national-level economic technological open area, new high-tech industrial open area, the areas along the express highway between Chongqing and Chengdu. Because of the municipal government's stance is opening, new opportunities have been brought about for foreign investors. Up to now, over 500 foreign businessmen from 18 countries and regions have come to Chongqing to survey, visit and talk for investment.
