区域差距与制度创新

DISPARITY BETWEEN REGIONS AND NEW IDEAS IN SYSTEM

区域差距的逐渐扩大，是改革开放以来的突出问题之一。对此，经济学家们从市场发育、历史原因、自然因素、地理区位、文化背景诸方面进行了颇有成效的研究。但他们忽略了一个极为重要的因素即制度因素。本文运用制度──结构分析方法，借鉴新制度经济学原理，力求证明制度因素是区际差距扩大的重要原因，制度创新是经济落后地区摆脱困境的主要途径之一。

The increasing disparity between diffetent regions has been one of the problemssince the reform and opening policies began to be carried out. In this problem economistshave made remarkably successful research in the light of market growth, historical condi-tions, natural factors, geographical locations and culrural backgrounds. However they over-looked a very important factor-the system. This paper, by means of system analysis andthe ecomomic principles of the new system, tries to prove that it is the system that causesthe increasing disparity between different regions, and that the chief approach for backwardregions to shake off poverty is to bring forth new ideas in the system.
