There are now 182 million one-child certificate acceptors in Sha nghai.In 1996,the crude birth rate was 5.21 per thousand,and the natural increase rate 2.29 per thousand.Estimated on the fertility 1evel in the early 1960s:the effective family planning pro-gramme has led to 3.5 million fewer births over the past 17 years si nce 1980.
